Manager – Compliance, Monitoring & Reporting (1 Position)
Reporting to the Chief Compliance Officer, the role holder will be responsible for developing and executing the Bank’s compliance monitoring framework to ensure adherence to applicable laws, regulations, and internal policies. This role ensures that compliance risks are effectively monitored, reported, and mitigated across all business units, in line with regulatory expectations from the Bank of Uganda and international standards.
KEY ACCOUNTABILITIES:
- Design, implement, and maintain a risk-based compliance monitoring program to evaluate the Bank’s adherence to internal policies and regulatory obligations.
- Conduct periodic and thematic reviews covering AML/CFT, consumer protection, credit compliance, cyber and data protection, and prudential regulations.
- Develop tools and dashboards to track compliance performance and trends across business units.
- Provide recommendations for corrective actions and oversee closure of identified compliance gaps.
- Conduct Gap assessment reviews of new laws, guidelines and regulations and/or key compliance risk areas and provide assurance to management of the state of compliance risk management.
- Ensure accurate and timely submission of all required regulatory returns and reports to the Bank of Uganda and other regulators.
- Maintain a compliance obligations register to monitor changes in regulatory requirements and manage associated action plans.
- Serve as the Bank’s point of contact for regulatory inspections, audits, and correspondences with BoU and the Financial Intelligence Authority (FIA).
- Prepare official responses and manage follow-up actions related to regulatory findings or supervisory letters.
- Support the Chief Compliance Officer in preparing compliance-related reports and dashboards for Executive Management, the Board Risk Committee, and other governance forums.
- Participate in governance forums (e.g., Risk Management Committee, ALCO, Credit Committees) to provide compliance guidance and contribute to decision-making.
- Ensure proper record-keeping and escalation of material compliance matters through internal governance structures.
- Assist in the drafting, review, and updating of compliance and ethics-related policies in line with BoU guidelines and global standards.
- Coordinate with business units and control functions (Risk, Legal, Internal Audit) to promote a consistent approach to managing regulatory compliance.
- Monitor the implementation of policies across branches and departments to ensure effectiveness.
- Contribute to the development and rollout of compliance training and awareness programs across the Bank.
- Promote a strong compliance and ethics culture through education, communication, and periodic campaigns.
- Support the whistleblowing mechanism by monitoring reporting trends and ensuring protective measures are in place.
KNOWLEDGE, SKILLS, AND EXPERIENCE REQUIRED:
- LLB or a business degree. Certification in regulatory compliance or ACCA or CPA is an added advantage.
- Minimum of three years’ experience in financial services and or working in a fast-paced and dynamic regulated environment.
- Stakeholder management skills.
- Critical thinking and problem-solving skills.
- Detail Oriented with Strong research skills.
- Proficient in Microsoft Office (Word, Excel, PowerPoint, project).
- Ability to effectively interpret Regulatory statutes /Rules and guidelines.
- In depth knowledge of banking products, policies and processes.
- Institutions (Local and International) Sound understanding of legal issues and good exposure to auditing principles.
- Confidentiality and sound business judgment.
- Objective thinking.
- Ability to Exercise discretion when performing duties assigned.
