Information Technology (IT) Officer (1 Position) – dfcu Foundation
REPORTS TO:
Project Accountant (with close coordination with the dfcu Business Technology team)
DUTY STATION:
Teso Regional Office (Soroti City)
JOB PURPOSE:
The Information Technology (IT) Officer is responsible for providing technical support and managing information technology systems that enable effective implementation of the YEELD program within the Teso region. The role supports program delivery by ensuring reliable IT systems, digital data tools, and user support services for regional and district teams. The IT Officer works closely with the project team to support digital financial systems, data management platforms, and reporting tools.
RESPONSIBILITIES/KEY DELIVERABLES:
1. IT Systems Management and Support
- Maintain and support IT infrastructure at the regional office, including computers, networks, printers, and communication systems
- Ensure smooth operation and troubleshooting of hardware, software, and connectivity issues
- Provide technical support to staff, including system setup, installation, and ongoing user support
2. Digital Data Systems and Program Support
- Support implementation and maintenance of digital data collection and reporting tools
- Work with the MEL team to ensure data systems are functional, secure, and user-friendly
- Support staff in the use of tablets, mobile devices, and digital platforms for field data collection
- Ensure proper data backup, storage, and security protocols are followed
3. Financial Systems Support
- Support the Project Accountant in managing financial systems, accounting software, and digital payment tools
- Assist in maintaining secure and accurate financial records and databases
- Troubleshoot technical issues related to financial reporting systems and tools
4. Data Security and Compliance
- Ensure data security, confidentiality, and integrity in line with organizational and donor requirements
- Implement and monitor IT policies, access controls, and cybersecurity practices
- Support compliance with data protection and safeguarding standards
5. User Training and Capacity Building
- Train staff on use of IT systems, digital tools, and data platforms
- Provide guidance on best practices in data management, digital reporting, and cybersecurity
- Support onboarding of new staff with IT setup and orientation
6. Asset and Inventory Management
- Maintain an up-to-date inventory of IT equipment and assets
- Track usage, maintenance, and replacement of IT equipment
- Support procurement of IT equipment and services in coordination with administration, and dfcu Foundation Business Technology teams
7. Coordination and Support
- Provide IT support for meetings, training, and workshops, including virtual and hybrid sessions
- Support system integration across program, finance, and MEL functions
- Liaise with external service providers for IT maintenance and support services
EDUCATION & TRAINING:
- Bachelor’s degree in Information Technology, Computer Science, Information Systems, or related field
- Minimum 3–5 years of relevant experience in IT support, systems administration, or digital systems management
- Experience supporting data systems, digital tools, and MIS platforms
- Experience working with financial systems or accounting software is an added advantage
- Familiarity with development or donor-funded program environments is preferred
SKILLS & EXPERIENCE:
- Strong knowledge of IT systems, hardware, software, and networking
- Experience with data management tools and digital data collection platforms
- Good understanding of data security, backups, and system administration
- Strong problem-solving and troubleshooting skills
- Ability to provide user support and training to non-technical staff
- Strong organizational and documentation skills
- High level of integrity, confidentiality, and professionalism
- Ability to work independently and respond to field-level IT needs
